Lore and history of the character:In Tim Burton's feature film, Oswald Cobblepot is a child born with severe physical deformities, abandoned by his aristocratic parents in the sewers of Gotham City where he is taken in by penguins. As an adult, he temporarily allies himself with corrupt businessman Max Shreck. Shreck manipulates public opinion and uses the Penguin's plight to propel him to political prominence as Gotham's official mayoral candidate. The mini election poster supplied with the action figure illustrates this particular part of the scenario, during which the criminal hides his vengeful intentions behind the suit of a respectable politician in order to undermine Batman's credibility and take control of the town.
